Creating libraries for Console mode

If you wanted to create a library to be use in console mode how would you do it?   Would you do it the same way as you would for a windows program?  In other words, create a .dll and then export?  Just asking because .dll files are normally only used by windows programs.

if you find a dll you want to use with a console program the procedure is the same.
With IWB you can also create static libs.
